Collaborative Procurement - Pushing the Legal Boundaries
Elizabeth Cooper and Janet Lewis will explore the possibilities for collaborative procurement within the current legal framework of the EU rules and Public Contracts Regulations 2006; looking in particular at framework contracts and procurement of complex projects. Case -studies will be used to illustrate success stories and issues arising from recent procurements.
Elizabeth Cooper
Elizabeth is a partner in Nabarro's Public Sector, Projects team. Her previous experience as an in-house lawyer for the London Boroughs of Camden and Lewisham is invaluable in our work for local authorities. Elizabeth specialises in PFI/PPPs and EU procurement. She acts for both public and private sector clients and has advised on completed PFI/PPP schemes in the education, health and social services sectors. Elizabeth has extensive experience of advising on European procurement law and local government vires issues.
Janet Lewis
Janet Lewis is an associate in Nabarro's Public Sector, Projects team specialising in public procurement, outsourcings and local government law. Janet has experience of major PPP/PFI projects, strategic partnerships and outsourcings for local authorities and other public sector bodies.

The Role of Strategic Sourcing in Local Government
The theory and the reality of implementing eSourcing at a local level
Meeting the Government’s dramatic efficiency gains targets in line with CSR ’07 is a tough test for public sector organisations and in particular for procurement departments who have to deliver almost one third of this target. Local authorities must rise to the challenge, adapting their cultures and business processes to allow new procurement techniques to pave the way. eSourcing has been heralded as a key stepping stone in reaching these objectives, as the very nature of it’s existence is to increase efficiency and deliver tangible savings. Early adopters of the technology have now revolutionised their procurement processes, from sourcing to the management of contracts, documents and, importantly, relationships with suppliers.
This presentation aims to cover the key considerations for adopting eSourcing from choosing an eSourcing supplier to revising procedures and engaging stakeholders. We’ll be covering topics such as eTendering, Vendor Management and Contract Management, and at each stage of the presentation users from Essex County Council will discuss the reality of the solutions vs. the theory.

Alun has extensive experience of introducing and running eSourcing programmes within the UK Public Sector; Central Government, Local Authorities, Education and Utilities. Prior to joining BravoSolution Alun was head of eAuctions at Achilles, focused on supporting the UK Public Sector in the running of fully EU compliant eAuction programmes. During this time he worked with many Local Authorities, completing many auctions across diverse categories from Special Needs Transport to multi-million pound IT procurements.
