Following an extensive career in Banking, Simon joined Payzone in the early days of the Company some 8 years ago. Widely experienced in payment systems and transaction processing, Simon has been instrumental in delivering a range of payment channel solutions for the Utility and Telecom industries.
These have included pre and post pay solutions using a range of transaction methodology developing retail and virtual sales channels in multi billion pound market sectors with an expanding portfolio of major blue chip clients. Payzone has subsequently grown to be Europes largest independent transaction processor operating across 21 countries.
Latterly Simon has focussed on working with the Transport sector in adapting the Payzone infrastructure to serve the aspirations of the sector in providing alternative ticket sales channels. Payzone is facilitating a range of ticket solutions from simple paper based solutions delivered from over 25,000 convenience stores through to virtual sales channel for bar code or contactless smart media transactions including ITSO.
The Payzone emphasis is on keeping solutions simple and consumer friendly and Simon has a wealth of experience in successfully migrating the public to interacting and transacting with clients in new sales channels. This experience is now being concentrated on the Transport sector in delivering the consumer facing piece of the ticketing jigsaw.

Anthony Williams will focus on Transport Asset Management, demonstrating how asset models and workflow management can deliver significant improvements in whole-life asset management costs and push towards to goal of failure-free operation.
In the current financial climate, optimal asset performance is critical to delivering the best traveller experience at the minimal whole-life cost. Typically, this involved balancing the inconvenience caused (and associated abatements) when an asset becomes unserviceable against the capital costs of asset renewal and operational costs of extensive maintenance regimes. Amey has developed toolsets to assist in improving the quality of data used to make these decisions. These utilise industry-standard enterprise asset management IT solutions developed and supported by real-time bespoke interfaces and asset performance models. These systems are currently being applied to the Rail market (clients including Tube Lines and Southern Rail) and Highways market (clients including NI Roads Service and Highways Agency).
Nick Sharman will look at customer and community engagement. In particular Nick will present emerging approaches to commissioning transport outcomes to meet community service expectations by moving away from input and limited output specs to outcomes around community satisfaction, sustainability and connectivity. He will look at the integration of management, design and delivery to save cost and improve performance for users and communities. Nick will also touch on engaging with communities to achieve input to investment programming and performance accountability.
Anthony Williams

Anthony Williams is an Associate Director within the Consulting Division of Amey. Based in Preston, Anthony joined Amey in April 2000 in the acquisition of Datel Technology. He heads up the management team in the Transformation Systems group with responsibility for the implementation of systems solutions to support operations across highways, rail, and property sectors.
Anthony was with Datel technology for 4 years prior to the acquisition by Amey and has been in the industry for over 20 years. he has a Master of Arts in Engineering and is a Member of the Institute of Engineering and Technology.
The Consulting Division of Amey is currently involved in a variety of works within the consultancy sector including delivery of projects for Transport Scotland, the Highways Agency, Transport for London, Bedfordshire County Council, Road Service Northern Ireland and Network Rail.
Nick Sharman is Managing Director, Local Government at Amey where he oversees a £350m p.a. portfolio of partnership based service and PFI delivery contracts across the UK. This involves strategic partnership working with client authorities delivering a wide range of environmental and property related services
An economics, planning and business graduate he has had a variety of board level positions in both private and public sectors, ranging from UK director of Brink's the American owned security transport company to deputy chief executive of the London Borough of Islington. At Islington he led the development of public private partnerships to deliver mainstream services and large scale regeneration schemes.
Most recently he was director of operations at the London Development Agency (where his responsibilities included London’s £200m single regeneration and labour skills budget) a post which included a year’s secondment to the DTI as a director of regions.

Providing an overview of the new Act, Christine O'Neill and Karen Hamilton will explain how and when Transport and Works Orders are likely to be used. They will also describe how objections to proposed Orders will be dealt with, including the addition of the "hearings" model to the traditional public inquiry format. Other issues include the continuing role of the Scottish Parliament in authorising transport projects and being alert to the need for other consents to enable projects to get off the ground.
Christine O'Neill is head of Brodies Public Sector Services Group. Karen Hamilton is an expert in planning and compulsory purchase law. Both regularly advise clients on a range of transport projects.

Major Projects: Effectively Implementing Environmental Mitigation

Project development can take years from feasibility through to an application being submitted, and then detailed design and construction. This can lead to the accumulation of hundreds, if not thousands, of requirements arising from government/client targets and objectives, environmental mitigation commitments, third party agreements and also consent requirements.
A robust system for managing the effective implementation of such project requirements is essential to ensure that the required environmental performance is achieved and that project delivery is not disrupted. A project Environmental Management Register (EMR) can take on this role admirably and is an invaluable tool during project design, construction and operation. The aim of using such a tool is to ensure:
- all environmental requirements are centrally registered;
- all requirements are presented in a succinct and accessible manner, without losing the original source detail;
- commitments are made ‘site specific’ where possible;
- all requirements are allocated ‘owners’;
- the right details and information can be made available to the whole project team in an easy to use format;
- all requirements can be checked and audited to ensure compliance;
- compliance can be demonstrated to stakeholders and environmental regulators; and
- all requirements can be tracked, updated, amended and added to easily.
ERM will illustrate EMSs using a current Scottish project. ERM has been commissioned by Transport Scotland to manage the environmental requirements and commitments for the Waverley Railway Project. ERM has created a GIS based EMR. It is intended for use by all members of the team through Reference Design to post construction monitoring. Most importantly, this register enables the tracking and monitoring of the discharge of consents and commitments by the regulators including SNH, SEPA, HS and the planning authorities.
Ian Gilder is a town planner, economist and policy adviser with 30 years professional, management and research experience. He is an expert on strategic and local planning, in particular, the links between land use planning, transportation, economic development and environmental assessment. He advises a wide range of developers, landowners, local authorities and government agencies throughout the UK and Ireland on policy, service delivery and major development, infrastructure, housing and regeneration projects. Since 1996, he has given evidence at over 40 public inquiries and hearings on planning, retail, environmental, historic buildings and sustainable transport issues. In almost all of these, this has achieved a successful result for the client concerned.
Aileen McLuckie is Principal Consultant at ERM with significant experience in managing the environmental aspects of transport development projects including heavy rail, light rail, road and airport development. Aileen has over 10 years of experience in the environment and planning fields working within both the private and public sectors including working for local planning authorities and the Environment Agency. Within the private sector Aileen has been involved in and led a number of major projects including: several large transport Environmental Impact Assessments (EIAs); sustainability appraisals; Environmental Management Plans (EMPs); environmental policy and strategy development; securing development consents and licences; procurement; auditing; and planning appeal and inquiry work. Aileen’s focus in recent years has been on heavy rail and she is currently leading the environmental aspects of the Waverley Railway Project, prior to this Aileen led the environmental work on the Edinburgh Airport Rail Link project.
Janet Burns has over ten years experience working on a wide variety of different projects, although predominately within the transport sector. Janet is a project manager in ERM’s transport and environment team and is involved in a number of transport scheme EIAs, appraisals and multi-modal studies. In particular Janet has worked on the re-opening of the Waverley Railway Project, Nottingham Tram Phase Two, Bristol Supertram, Cricklewood Redevelopment, Crossrail, a variety of Docklands Light Railway Schemes, various highway schemes and numerous multi-modal studies. Janet is currently the Stakeholder and Consent Manager for the Waverley Railway Project and also will be assisting Transport Scotland with environmental issues in connection with procurement.

Siemens is at the forefront of rail technology, designing, manufacturing and maintaining rolling stock, signalling, electrification and communications systems in the UK. In 2008 Siemens secured two major contracts in Scotland - Edinburgh Tram infrastructure and the supply of a brand new fleet of Electric Multiple Units Class 380 Desiros. Christian Roth will take you on a journey through each project and provide an insight into the innovative and world leading solutions Siemens will bring to the Scottish rail network.
Christian Roth is Managing Director of Siemens Transportation Systems, responsible for the management and strategic development of the Siemens rail business in the UK.
Previously, Christian was responsible for sales, marketing and project management for the division’s global rail electrification business. He also has headed up product management at Siemens Transportation Systems’ Mass Transit business.
Christian started his career with Siemens in 1990 at the Automation and Drives division based in Nuremberg, Berlin and USA and has a masters’ degree in mechanical engineering studies.

Maximising journey reliability and safety, using Average Speed Enforcement

Average speed enforcement cameras (SPECS) have been in use for more than nine years on the Scottish and English road network. These installations were originally intended just as casualty reduction measures, but they have been shown to also have a positive impact on journey reliability, capacity and emissions; as well as safety.
The use of this technology has a significant impact on driver behaviour, with successful installations operating on motorways, trunk roads, rural routes and city centre streets. This presentation reveals a wealth of data taken from temporary roadworks and permanent schemes, demonstrating what has been achieved and attempting to explain why SPECS cameras have had such a significant impact. Case studies include the A77 permanent and M8 roadworks schemes.
It is an exciting time for Average Speed technology, with Home Office Type Approval anticipated for SPECS3 by the end of 2008. Delegates will have a chance to see how this new generation of remote, networked cameras will operate, offering a range of benefits in addition to the proven SPECS system.
