Synopsis:
Over the course of a decade the UK has developed a privately funded infrastructure model featuring sophisticated but standardised treatment of risk, quality and price.  As a result, this mode of delivery has become the mainstream platform for delivery of an entire generation of new infrastructure, particularly social infrastructure, and has underpinned a vibrant construction and facilities management industry.  Significantly, the UK model has also spawned a global trend for PPP projects ranging from modest accommodation facilities to nation-building transport projects; and in a multitude of geographies from Kazakhstan to the Carribean and from Russia to the US.

In 2009 we find the UK PFI market slowing markedly (with the exception of specific sectors such as waste and BSF) and very large projects, like Crossrail and the Olympics, proceeding with little if any PPP element.  With public sector finances expected to tighten, how can the UK take major projects forward?  Is there a role for PPP?  Do international developments in "big-ticket" PPP have anything to teach?  Can PPP be structured to unleash economic activity without imposing an unacceptable burden on public sector accounts? Availability or user pays? Can capital markets still support large infrastructure projects? 

Macquarie Capital (Europe) Limited representatives, Mark Dooley, Senior Managing Director - Head of Infrastructure Development, and Spence Clunie, Senior Managing Director - Head of Debt Services Division, lead a discussion of the status of these markets locally and globally and the options for taking PPP delivery of major projects forward in the UK.

Synopsis:

The Major Projects Association has worked with Prendo, specialists in the field of simulation software, to develop a simulation that captures the universal challenges of project management.
The simulation is a ground-breaking learning tool, designed to dramatically improve the effectiveness of project management education and preparation events, and thus reduce the risk of making mistakes in the real world.   
With the same basic rationale as a flight simulator, the Major Projects Simulator allows participants, organised in competing teams, to manage and “live” a complex project in the safety of a simulated environment. It enables participants to see a whole project from start to finish and to experience how all their decisions in the various disciplines combine to determine the final outcomes. It was developed after a thorough survey of the most common causes of project failure and it requires teams to make decisions and judgements in several key areas of project management.
This seminar offers delegates an opportunity to learn more about the simulator and how they might access it.





Seminar D: The National Portfolio Management Framework (NPMF™)

Presented by: Russell Jones of BPM will present the National Portfolio Management Framework (NPMF™) - the UK Public Sector Portfolio Management resource - and explain how it is bringing about tangible performance improvements in the delivery of public services. NPMF™ provides the Public Sector with a shared web-based information system in which all UK public service organisations can manage their portfolio of major programmes and projects through the Business Transformation process. It enables the planning and control of their major projects from submission of ideas through to project completion and the real-time sharing of project information with teams across partner organisation.

Synopsis:

BPM will demonstrate and explain the key components of the National Portfolio Management Framework (NPMF™) and provide a limited number of delegates the opportunity to sign up to this public sector resource for free during the remainder of 2009/10.
