Malcolm Noyce, BSc DipTE CEng FICE FIHT
Executive Director

Malcolm is a Chartered Civil Engineer and has spent most of his time working on a wide variety of infrastructure and building projects, mainly gaining approval and ensuring the proposals were technically sound, financially viable and sustainable. He has appeared numerous times as an Expert Witness at Public Inquiries and Appeal Hearings, introduced and set up innovative products and services, and operated globally in over 40 countries.
His professional employment covers both private and public sector, with experience of advising Government agencies and industrial representative bodies. Examples of major projects in the UK where Malcolm played a significant role include Stockley Park, Cribbs Causeway, Toyota Car Assembly Plant, High Speed 1, CrossRail, West Coast Main Line and Terminal 5 Heathrow.
In addition to leading large multi-disciplinary teams, he has been a Main Board Director at large multi-disciplinary consultancy companies, a research laboratory and held two Non-Executive Director positions. He also has been employed by a major Government Department where he was responsible for running a large team of project managers and a portfolio of capital investment worth over £1bn.
In addition to his employment, Malcolm was actively engaged with a number of nationally important bodies including CBI, IoD and the South East England Development Agency. He was a founder member of the International Project Finance Association, Chairman of British Consultants and Contractors Bureau (BCCB), and an advisory board member for the USA Civil Engineering Research Foundation.
As well as his role in leading Major Projects Association, Malcolm is a Non-Executive Director at a NHS Primary Care Trust where he is also Chair of the Audit Committee.

Charles Lloyd
Head of Public Private Partnerships
HM Treasury

Charles is a head of Public Private Partnerships at HM Treasury.  He is on secondment from PricewaterhouseCoopers where he was a corporate finance partner specialising in PFI, PPP and restructuring transactions for government clients.
Historically he has advised widely on public sector corporate transactions in the transport and utility sectors and on PFI transactions in the health and justice sectors.  He led PwC’s PFI/PPP team from 2000 to 2004 and its European PPP network until 2008.

James Stewart
Chief Executive
Partnerships UK

James is the Chief Executive of Partnerships UK.  He was appointed in May 2000.  He is also a Director of the Northern Ireland Strategic Investment Board, a member of the Unitary Board of Partnerships for Schools and a Non-Executive Director on Sport England.
Previously James was Head of Newcourt Capital’s project finance team in London.  Prior to joining Newcourt Capital, James was Managing Director of Project Finance and the Global Head of Infrastructure and Environment with Société Générale (SG) in London.

NIRMAL KOTECHA BA (Hons) MBA; FCIPS; MILT

Highways Agency


Nirmal is a supply chain transformation specialist with over 24 years experience of working in a variety of sectors, of which the majority have been spent with large infrastructure clients in the Gas, Water and now the Road’s sector. He has been an Executive Board member of the Highways Agency since April 2008 with responsibility for delivering the Agency’s £1billion p.a. Roads Programme. Prior to that Nirmal spent over 8 years with Anglian Water and is accredited with developing Anglian Water’s collaborative alliance model for delivering its AMP4 Capital Programme. Following Anglian Water Group’s acquisition of Morrison Construction plc in 2001/2, Nirmal led the development of Morrison’s supply chain management strategy.
Nirmal is a Fellow of the Chartered Institute of Purchasing and Supply (CIPS) and is an elected member of the CIPS Council.

Dr David Moon 
Programme Manager for Construction Clients & Policy 
WRAP (Waste & Resources Action Programme)

David aims to get construction clients, developers, policy-makers and public sector programmes to set requirements for waste minimization, recycling and the use of recovered materials in major construction projects – and provides practical support for implementing such requirements.
David trained as a materials scientist.  His career started in materials research, followed by management of the UK Atomic Energy Authority’s corporate research programme.  He then spent 10 years with AEA Technology working on the environmental aspects of transport, and managed a number of collaborative European projects.  Before joining WRAP in 2003, he was based at the Department for Trade and Industry for 18 months, managing a Government-industry task force looking at the competitiveness of the UK's environment industry

JOHN BURNS
Director of Waste Implementation Programme
DEFRA


John Burns was recruited into Defra as Director of the Waste Implementation Programme (WIP) in June 2003, with the brief of establishing a diverse portfolio of projects to support local authorities in accelerating waste recycling and landfill diversion. These range from the New Technologies Demonstration Programme through to sponsorship of WRAP’s Recycle Now campaign.
Most recently, WIP has created a new partnership, the Waste Infrastructure Delivery Programme, with PUK and 4Ps to provide financial and practical support to waste authorities embarking upon major residual waste infrastructure projects. This investment programme is funded through a £3bn PFI allocation, generating over £8bn of capital investment in the sector to date.
Previous to this he worked in the environmental regeneration sector as the first Director of the Mersey Forest, a multi partner project delivering environmental, social and economic improvements across 365 sq miles of northwest England. At the Countryside Agency he was responsible for designing and leading a national Market Towns Programme to support England’s rural towns in redefining and developing their economic and social futures.
With a degree in Engineering Production and Economics, John spent the first 15 years of his career in manufacturing industries ranging from steel to cosmetics. He held a variety of positions in senior line management and project consultancy, including designing new production facilities for Smiths Industries and establishing and running the UKs first high speed video duplication plant for 20th Century Fox.and Warner Brothers.

Philip Cooper
Programme Manager
Major Projects Directorate, OGC

 
Performing as Portfolio Leader at the Office of Government Commerce, Philip’s role involves developing relationships at all levels between OGC/HMT and government Departments. The aim is to help achieve success across the government’s major projects portfolio. Philip commissions reviews, such as OGC GatewayTM, for some of the largest projects in government.
In 2005 Philip joined OGC from the FCO where he headed the IS services and consultancy unit specialising in best practice IT enabled business change and technical IT design and assurance. He was a senior PPM professional for the programme that transformed the FCO into a global on-line organisation. He had previous experience as a project manager in both DTI and the private sector.

Russell Jones, Portfolio Management Lead, BPM Limited

Russell brings a broad range of technology marketing, sales and product development experience to BPM. He has developed, sold and implemented software across Fortune, FTSE and public service organisations including the Greater London Authority and Transport for London, the NHS, JP Morgan, Nationwide, Friends Provident, Ford, Virgin, Vodafone, BT, DHL and Exel Logistics. Prior to joining BPM, Russell was senior vice president at UMT, acquired by Microsoft in 2006. Previously, he held positions at Andersen, Deloitte's, Pacific Edge Software, CMG and BT.
